Recent research in sub-Saharan Africa shows how a public service systems perspective can be applied to address the complex challenge of improving quality of life. The case of Uganda and its Kabarole district is used to show how participatory mixed methods can be used to develop and test solutions at the local level to plan for change on a larger scale.
